The Minimum needs Program (MNP) was introduced in the country in the first year of the Fifth Five Year Plan (1974–78). The objective of the programme is to provide certain basic minimum needs and thereby improve the living standards of the people. It is the expression of the commitment of the government for the social and economic development of the community particularly the underprivileged and undeserved population.
The programme includes the following components
- Rural Health.
- Rural Water Supply.
- Rural Electrification.
- Adult Education.
- Nutrition.
- Environmental improvement of Urban Slums.
- Houses for landless labourers.
- The facilities under MNP are to be first provided to those areas which are at present undeserved so as to remove disparities between different areas.
- The facilities under MNP should be provided as a package to an area through intersectoral area projects, to have a greater impact.

Functions of the subcentre
The functions of a subcentre are limited mainly towards mother and child health care, family planning and Immunization, Simple laboratory investigations like routine examination of urine for albumin and sugar. The work at Subcentre is supervised by male and female health assistants.

Functions of the primary health centre
The functions of Primary Health Centres cover all the 8 "essential" elements of primary health care as outlined in the Alma - Ata declaration. They are

- MCH including family planning.
- Safe Water supply and basic sanitation.
- Prevention and control of locally endemic diseases.
- Collection and reporting of vital statistics.
- Education about health.
- National Health Programmes - as relevant.
- Referral services.
- Training of Health guides, health workers local dais and health assistants.
